You can paint an old shutter retrospectively in situ, but you need to ensure the guides are not caked in grease and the top coat does not flake off within 12 months and look even worse because it did not key to the material well enough. So you will need to clean the shutter best possible and lightly sand off any corrosion, or sand new shutters lightly to give the etch primer a key before applying a top coat. A quality decorator should be able to carry out the work for you for a reasonable amount of money, resulting in a good finish. However the durability of a hand painted roller shutter will never last as long as a powder coated finish, as the powder is baked on in an oven and adheres brilliantly, giving the shutter a quality finish that will last for decades. We can replace old roller shutter curtains with powder coated ones cost effectively, leaving you to paint the none moving parts which will not wear off. In some instances we have even powder coated existing old shutter curtains by removing them and taking them to the coaters, then returning 48 hours later with curtains which look like new. This obviously leave the building unsecure to a degree and is not an option in most cases.
